I am on level 2038- When I play on PC, But on Phone & Android tablet, only goes up to 2030? Why?

This forces me to sit at my PC to play the new levels! I run out of levels every week before new ones come out on Wednesdays, and I would like to play on the phone, but it's never caught up to MY level. Also, All the boosters I earn on the phone never show up on the PC... And- I made it to level 2038 without ever paying a dime, and I still never hit the JACKPOT on the wheel! And I have am a dedicated player, and I push this game on others, so I feel like I deserve some answers. 
been stuck for a few days here & there, which means I spun the wheel MORE than 2038 times! How is that possible?

The answer is simple when you understand the process, it's not personal. The levels are made on PC first and released, after that the levels come out on Android and iOS (Android generally beating iOS to it most of the time) as they have to be converted for mobile and tablet platform, hence the gap between the releases on different platforms.
