How to get a refund

Hi there on the 20/10/16 I made a purchase for those gold bars at 11:36pm for $29.99 this amount came out of my account fine and then there was an amount charge after this purchase for $23.99 on the 20/10/16 at 11:59pm that has been charged but I was only credited to the game the 200 gold bars for $29.99 can you tell me how I can get a refund or if they can see the transactions made and that ive been charged for $23.99 but nothing added to the account I believe this amount is for the promotions the game runs for 100 bars and a mystery box with the stripe and bomb candies etc.

Many thanks I was playing the game on my mobile phone and purchase made from the app on the Samsung for google store
