Lose levels on change form iPhone 6 to iPhone 7

Hi, I write to you because my girlfriend (that not has a Facebook account) saves, before upgrade from iPhone 6 to iPhone 7, his progress ( saved at level 1184) on his personal email. When she restore progress on Candy Crush Saga on iPhone 7 with his personal email, instead to begin from level 1184, the game downgrade until level 84. How she can restore all lost levels? Thanks
