Leve 2310 Candy Crush Saga

Why don't the keys unlock in level 2310? It seems impossible to pass this level without the keys unlocking.

I takes little more than for the keys to drop in order for the three-layered sugar chests open. Each matched sugar key results in a degrade. After the first degrade, it becomes a two-layered sugar chest with a crumbly biscuit topping, then after the second degrade, becomes a plain sugar chest with no toppings.
