Level 1874 Candy Crush, not enough +5 candies to get to the goal.

The only +5 candies are at the top.  If I am lucky enough to get them to drop, once they are gone there is still not enough time to complete the goal.  I have exploded candy balls numerous times but the score barely rises.  The only possible way to get past this level is to have more time.  Why are there no more of these candies, allowing us time to get the goal?
