Is there a strategy I am missing for level 2310, or is it just dumb luck?

I have tried this level for over a week on 3 different devices and can't even get close.  If I manage to unlock the chests, I can't get the cupcakes cleared, and vice versa.  Is it just a matter of waiting until I get a cooperative board or am I missing a strategy?

If you can pass this level with dumb luck I'll be very envious. Even if you get a good board where things start to fall in the right places, if you're not mindful what your'e doing it's easy to mess it up, all it takes is one move. As long as you understand how the three layered sugar chests work then I don't think you're missing anything.
