unlocking episodes when you get to the end of the road on your phone. Why do I have to wait? I'm able to continue to play on my computer but not my phone. I know friends who are ahead of me and are still playing on their phones. The excuse they gave me is complete crap. I want to play on my phone. I'm at level 2350

Out of curiosity, what was the "excuse" you were given which was complete.....?
If you don't see an update in the store with new levels then it means it's not been released yet. What is also possible is that you're friends have access to pre-release levels. Nothing you can do about that, it's completely random.
What you have to keep in mind as well is that the different stores across the different platforms don't work in unison, sometimes iTunes has the update available before Play Store does and vice versa.
