Jackpot booster

Dear moderators,  

I've been playing Candy Crush for years now (level 2514) and have used the fortune wheel hundreds (or thousand?) times. However, I've never got jackpot. Isn't it fair to program it so that players have chances to win jackpot among other boosters, or simply replace it with some other booster, like colour bomb? I don't complain - the fortune wheel is a great and useful tool, but it's quite frustrating to NEVER EVER get jackpot.
