Level 1460 - Chocolates don't appear in time to finish the game

At least half a dozen times, I have completed the orders for merrainge, and licorace.  Still working on the last up to 7 or 8 moves.  Need to get rid of a couple of chocolates to finish the level, but they don't appear.  How can I complete the level and get all the orders if they are not on the board?
