Why are there only 10 moves on level 3160 instead of the 25 that should be there? Please correct.

The tutorials all show 25 moves on Level 3160 of Candy Crush. We only get 10. Obviously this is an error. Please correct as it is impossible to pass this with the 10, even with boosters. Thank you!
