I only have 11 moves on level 3360 when I should have 25

On level 3360 in Candy Crush I only have 11 moves available which is making it impossible to get by this level. On the youtube videos I watched to help me they all had 25 moves.

No, this did not work. I was able to destroy the first cake but it seems you need to also smash the lower one as well. This seems absolutely impossible with only 11 moves allowed.
