As the title says, how do you make fish in Candy Crush Saga?
And if you can't, why then are you offered a chance to double up on them if you can't make them?

You can't make fish. They are a booster you can win in the special events or buy them. There has been a special event popping in and out recently called fishing season where fish randomly form on the board.
EDIT: I've never noticed this before but do you make a fish during Fishing Season by matching 4 candies?

Nope, seems to be lacking in the game, not that I miss it that much.
At least in CCS rather than CCSS or CCJS they tend to be more useful.
In CCSS and CCJS fish are your worst best friend.

I got the fish booster by watching a video and didn't get them

about Swedish fish .When you select the Swedish Fish booster, you will see the fish swim across the screen as the level starts – this lets you you know they're active.
To take advantage of the Swedish Fish booster, you must create new fish in the level by matching four candies in a square. When you create a fish, it will swim across the board and eat something on the screen at random, but with the Swedish Fish booster active, you'll create an extra bonus fish! What a catch!

This game is not like as Candy Crush Soda Saga, Candy Crush Jelly Saga and Candy Crush Friend Saga. The fishes can not be generated by matching.
It can only be spawned by fish cannons. (A lot of >6K levels have this type of setting)
It had a limited event about making fishes by matching. However, the event ended long long time ago.

Hello everyone and welcome to the sweet King community to the new bees. I see a bit of confusion here. @kiara_wael gave the description for CCSS CCJS and CCFS, as @Timhung and @Steve-18 said, this feature does not work like this in CCS, it is only an acquired reinforcement, no fish are formed when joining 4 candies in CCS.
