The number of moves (25 moves) are not enough for this level, it is difficult for a player to pass this level through normal circumstance.

I find this level very challenging as well, but I can assure you that with some good luck, patience and a clear strategy it can be beaten! The amount of moves on this level was actually increased as it used to be 19. Here's actually a tutorial video, I hope that helps

The best thing to do when you are finding a level a little tricky is to watch a YouTube tutorial or two. Simply go to YouTube and search for candy Crush level 3662 and you'll find a wide selection of videos to watch.

Always make sure the title says "no boosters" or similar to make sure the other player didn't make it easy for themselves!

I have 16 moves. I am always shorted moves. The algorithm knows if you make purchases and then you're chosen as a player to short.

I think levels just get updated with lower levels in general, it doesn't select random players.
