Candy crush level 866 only gives me 22 moves instead of 40? How do I fix this?

candy crush level 866 is only giving me 22 moves instead of the 40 it is supposed to. It is impossible to do in 22. How do I fix this? If it can't be fixed I'm quitting this game. Tired of it not working right.
