I am sorry to hear about the issue in your game!! Are you playing on a PC or Mobile device? If mobile, what type of mobile device is it?
I have just played this level on my PC once with boosters and once without boosters, I did not see the glitch!! The level had 28 moves, so was a little shy to acquire the goal!!
If it happens again, can you please post a screenshot? So that, we can see what's happening in your game? To post the pic, please tap on the "Image" icon located below next to the Emoticons.
