Help level 4389 keeps telling me that - Not enough order targets are left.

 I am stuck on level 4389.  It has stopped me every time and I can't finish the level. I've played it dozens of times. Has anyone had this problem? Whatever I do it stops me in the middle of the game. I expect the games to be harder at this level but this is ridiculous.
