4389: another poorly designed level

Another flawed ---not tested enough level.  "Oops not enough targets"  The OOPS is on you...when you make a level where we have NO control over not having enough targets---then that is flawed.  If you are (well you think you're lucky but you're actually NOT) lucky enough to clear a lot on top when key activates...you are told you have not targets left...you have done nothing to get those top targets yet, but too bad...you don't get a chance either... FLAWED!  You guys really need to test better...but I've said that before....and so have others... pretty sure you don't care.
