Level 1240, glitch or am I doing it wrong?

I’m currently stuck on level 1240 on the app, everywhere I’ve looked for tips people seem to get 45 moves but I only have 25. I‘ve focused on clearing the multi layered icing blocks, as well as the liquorice squares with boosters and all but no matter what only one ingredient seems to pop out on the 9th move and even if I get that through the other one I need doesn’t ever seem to come. Can anybody help? Am I doing something wrong or is the game playing up
