Hi @Tsuma, to add to what @Sukanta_Biswas wrote these events are offered to different players at different times to make it fair for everyone to try.  You can read more about it here.

The reason why you may not see a feature in the game that was previously available could be for two reasons: 1.the feature was in a testing phase, where the feature is tested with a certain group of players to determine popularity, or 2. That some features in the game may not be meant to stay on the game indefinitely, due to technical reasons, or otherwise. I hope this answers your question!
