refund for "unsucessful purchase"

Hi, I tried to buy 10 gold bars three times. The first two times I got an error message that said "purchase unsuccessful, no money has been withdrawn". The third time it worked. But I was charged 3 times. I went to the apple Report a Problem page and followed directions for reporting a problem. When I put "request a refund" Apple said "we have determined that this does not qualify for a refund." When I put "in-app not received" they said "please contact the app developer." 
Please refund 2 of the charges.
