One of my games has an Episode Race that allows me to earn gold bars. The other game doesn’t. I am playing on iPad Air and iPad Mini. Is there a reason one game doesn’t have the Episode Race!

The only reason I could think of is that you play one device more than the other. If you want them both to have this feature all the time, then you'll have to play them alternately but this will slow down your progress and your chance or winning the Top Prize.
Normally, after winning, the race is not resumed until you win the next level. By any reason you stopped playing and get ran over by your opponents, it will stay in the Wheel Of Fun Events until you resume your game and completed the required 15 Levels.

When do I get the gold for winning the F5 race?

You should get them straight away as soon as you have won and clicked on claim prize on the race feature
