According to your screenshot I can see that this problem is happening for slow internet. However, in some cases this may happen if your game is not fully connected to server. Right now, I'm asking you to check the steps below. Check App Update > Log Out Game > Restart Device > Open Game & Log In. Let me know if you have still same problem.
