Hi mr3784,
I wouldn't actually call it a problem as much as a "why can't you go where you're needed, you fish???"
While they're called Boosters and are usually helpful, there are times when they don't cooperate. I've had them set off my color bombs instead of getting rid of that last time bomb for me! Grrrr... LoL
I must say that when you've gotten all but one or two jellies the fish will most often get them for you. 
When it's that last jelly...and that last move...and your last life.... The fishies save the day and you pass the level!
