Candy isn't unlocking in level 6406 - Desktop Version

I am trying to get past level 6406 both on my iphone and desktop. However on the desktop version the bottom wrapped candy isn't unlocking even though both keys are done. Your supposed to be able to cross the striped and wrapped candy to help get a lot of fish. Can't find anything out about this level on the site.

I checked the level and did not find any problems.

Check App Update > Log Out Game > Restart Device > Open Game & Log In.
