Regarding the Sugar Track meter being stuck, check here.
From the screen shots you posted I can see that the game is not connected to your Facebook account. You should get your progress back back getting the game back connected. Check this page if you need help with connecting.
If nothing works, then email Player Support so they can check this and eventually restore the levels manually.
Go to the game's Start Menu, then Settings - Help Center - My Game Progress - Contact us and send them an email.
