Why didn’t a piece of fruit drop in the empty space?

I am on level 1736 and all I needed was for one more piece of fruit to drop because there was nothing in the space below it. The fruit didn’t drop in the EMPTY space so it said I failed the level when I clearly won if the fruit would have dropped.
