Fish aren’t attacking popcorn on level 7123.

@Chase_ Hi and welcome there has been some issues the game team are working on regarding the fish, but have no idea when this will be fixed. You can chek for game up date and log out and restart your device , then log back in. See if it is still the same problem. It may be you will need to try without relying on the fish until the issue is fixed

The fish don't always go for popcorn. They act differently on different levels. Good luck.

When the Swedish Fish is activated, it will fly off the board, and three tasty Swedish Fish will swim back in the board to eat three squares of jelly at random. Any jelly under a blocker will also be cleared. The Swedish fish will eat a layer of the jelly and the blocker! Swedish fish are really hungry, and they will devour almost anything, but sometimes they might not be so hungry after all so we can't say for sure it will always eat popcorn.😀
