iCloud should transfer the whole game, but since it's provided by Apple and not us, we cannot help you out o this if it doesn't work. You will need to contact Apple Support on this.
Have you connected the game to your Facebook or King account? In this way the game should transfer over through King's servers?
Customer Care was able to restore my levels after trouble shooting did not work.
