Level 7803 and Fish

I don’t understand why there are fish on levels but they don’t help destroy what needs to be destroyed or collected. On level 7803, there are two areas that release fish but the fish only destroy candy. They don’t help destroy/collect the blocks that need to get collected. It doesn’t make sense to me. Either get rid of the fish or have them help collect the items needed to pass the level.
