Hello there, @RachelJordyn ! Welcome to the Community!
I am sorry that you are having difficulty with Level 3849. I am not sure what donut you are talking about.
There were several versions of this Level, looking at the videos that my fellow YouTube Creators uploaded in their Channels. The GOAL on mine is to Collect All Orders! 25 Fish & 40 Chocolates In 23 Moves. The BLOCKERS on my completed Gameplay Video include Licorice Swirls, Locked Licorice Swirls, Chocolates, Marmalades, Bobbers, and Locked Sugar Chests.
A ScreenShot of the game showing the GOAL would be helpful in figuring out whether yours is the same or you could tell me what the Goal that you need to achieve to pass this. It certainly would be hard for me to go down to that Level to check because I am currently stuck on NH Level 6485. It's just too much of swiping down. My fingers will probably be shorter when I get there. Just kidding!

Level 3849
For this level try to play near to blockers and make special candy. Combine them with each other or play near to blockers to break them. Use more striped candy with other special candy combo to break the icing blockers.

You have to collect the 5 cream blockers to complete level 3849 Candy Crush saga.
The only way to collect the blockers (apart from a double colourbomb combo) is to grow the frog and use it to clear them.
First begin by collecting the keys, as you collect them the coconut wheels will be released one by one and will drop into the bottom right section. Move the coconut wheels to the left to clear a row of licorice each time they appear and eventually the frog will drop down and be grown to full size. Use him to clear the blockers, job done!

@kiara_wael has the Video that can help you win this Level. Watch that Video in combination with the IMPORTANT TIPS below to ease your way into completing Level 3849.
BLOCKERS: Licorice Swirls, Locked Licorice Swirl, Licorice Locks, Marmalade, 1-Layered Frosting, Multi-Layered Chocolates, 1-3-5 Layered Sugar Chests, Candy Cane Fences.
GOAL: Collect All Orders! 5 Multi-Layer Icings In 26 Moves.
IMPORTANT TIPS:
To complete this Level, you have to get your hands on the keys dropped from the 2 canisters above and free the keys that are inside the Licorice Locks at the Bottom Middle of the Board. These keys unlock the 1-3-5 Layered Sugar Chests that contain the 6 Licorice Swirls to the right in the middle of two Candy Cane Walls, 3 Licorice Swirls, and the 3 Coconut Wheels on the lower middle that could help you sweep the Wrapped Yellow Candies that are shielded by the Candy Cane Walls at the right side of the board that can glow the Frog right below these which will help you clear the 6 Single layer Frostings on the top right. Since there are Multi-Layered Chocolates involved, you really have to concentrate on the Middle of the Board to stop these from multiplying and blocking you from getting more keys from the canisters.

Here I only have ''15'' steps in level 3849...
I couldn't even see the last key to unlock the last donut...
However all the videos on YouTube there were 21 steps, 23 steps, or even 28 steps.
I visited the app store on my phone but there wasn't any updates for Candy Crush Saga.
Does anyone only get 15 steps like me?

Reading what you were saying, you are having difficulty completing Level 3849's GOAL which is to Collect All Orders! 5 Multi-Layer Icings In 15 Moves which was reduced from the original 26 Moves.
Currently, I am on NHL Level 6849. Although it was hard to get down to your Level, I went down there to see for myself if what you were saying is TRUE or NOT. Unfortunately, I found out that not only was the Version Exactly the same as the Video that I posted on YouTube on November 30, 2019 but also with 26 MOVES as I played it.
So what is going on here? From my assessments, it is either your device and App Version were NEVER UPDATED or you were not completely forthcoming with your story. People here try to help players beat their Level with no reservations. It would be nice if you could give us the necessary proof of the DISCREPANCY that you are claiming to help us help you.
