The Treat Calender is in the Test Group so we cannot say for sure that you will always find this feature.
The Event menu returns when the game is regular. Probably no event is currently active for you so the menu is not available.

If you are playing through a browser please clear Cache/history and restart your device and if you are playing through app please log out, update your game application, restart your device and login again. And check if it solves your case.
Please also note that sometimes the bonus feature do take break or some temporary error can also be the reason. Hopefully soon it will be back in your game.
