How many moves in level 5374?

How many moves in level 5374? Online google says 24 and I only got 19.  I googled it and all the help sites said 24 moves. This also happened to me about 10 games ago all I had was 19 moves and all of a sudden after about 50 tries it jumped back to 24? What is going on?

The level has 19 moves, but it's passable without boosters even with that many moves. 🙂
