I’ve received this message on levels 6050 and 6052, both levels are set up with the appropriate number of targets - it isn’t like with the chocolate where you have to wait for them to multiply to reach the targeted number. This is usually happening after I’ve had a good move or two, which get me closer to completing the level. However, I definitely still have enough targets in the game to complete the level. Please fix... it’s one thing to fail, but to be told you failed when you still have moves left AND the means to complete the level is simply annoying.

I've just replayed level 6052 and the reason you were out of target order because you may have destroyed one of the magic mixers that spawn the layered frosting. You need to clear 130 of it and those on the boards do not have that many, thus, you need to wait for the magic mixer to spawn enough target for you to collect it.
I suggest that you try and keep at least one magic mixer to play with till the end so that it spawn enough layer frosting for you to break. I almost complete the level, I left with 1 layer frosting and 1 crystal jelly.
Pause once a while and study the board and keep track on the count target.
