Hello and welcome to the community. This is not a glitch; this is the same for Level 846. You just can't choose any boosters, because if you do, they are technically wasted in cascades. At the start, every candy is in marmalade, and then the cascades all begin. Levels like this always have blank circles.
But I can choose two of them on a different device, they are not blanks. At least I assume I could choose one, but don't want to waste my booster trying.
@lyman Hi and welcome Checked all 3 of my devices and boosters not allowed on any of them iphone, Windows 10 app and Facebook. Level is easy to do so if you do have the use on one device i would not worry about trying it. You will find levels that have no boosters available and levels that only allow 2 boosters
You won't find the option to use Pre-game Booster at lsevel 1055, that's not a error. Depending on the structure of the level, the level does not require any Pre-game booster, that's why there is no option for this level.
Also free or purchased pre-game booster is active but they will not be effective for this level.

Welcome, newcomer.
No starting boosters are allowed on this one, but none are necessary.
There are a few levels like that, the next one (unless it gets changed) should be 4596...
