Why are my games resetting to step one?

I got a new iPad and transferred everything to my new device and every thing was fine. Then today my candy crush friends saga had reset to level 1 when I was on 370+/- ? It asked me to accept new terms and I went to one. What do I do? Happened with jelly also. Still have level on old iPad so I tried to save my progress and I keep getting “connection error. Try again later.” It is all very frustrating. Can you help.
