Why level 9118 on YouTube is 40 moves and I only have 30 moves

A lot of videos are recorded right when levels are released, but levels always get reduced moves to 35 or less after a week. But when we do that we also change the levels in other ways to make sure they aren't too hard. This level is currently meeting our difficulty target, even at 30 moves 😊
