Can someone tell me why the 3rd booster is not available on some levels?

This new in the game , If level no need this booster they not show up .

There are certain levels that only two boosters are allowed and there are also some levels normally the demonstration levels that you will see that no boosters are allowed and none show on the starting screen

@Rhonda_P_Kinchen it’s a score level where you have to score a certain number of points in the given moves. You only get the colour bomb & striped/wrapped on score levels.
