I would say of course they are related. Two new features suffering from the same 'can't connect' issue is more than just a coincidence. The connection is probably the lack of care and attention that King put into testing their updates
They represent new levels @sharon_hrabovsky meaning that you need to complete a number of new levels to complete the task.
By the time the server error disappeared I had run out of time to receive the prize for completing the challenge, will I still receive the prize please.

I have been having the same issues as Sukanta. My app is up-to-date and I have restarted
I am also having this issue and hope to be compensated retroactively for all the chocolate box rewards I’ve missed! This has been going on for at least 2 days.

i use an iPhone the problem started when last week my iPhone automatically updated to the latest version of candy crush saga

Thank you for posting that you, too, are having this exact same problem. I did the recommended "fix" and it did not fix the error message problem. Any other suggestions?
