Welcome back to the King Community.
Of course, there are plenty of level designers for this game and they are always designing new levels as well as re-modifying old levels to make the levels more challenging.
However, if you have any complaints or feedback about any level you can let us know here and we will send your feedback to our team. Also, if you are not clear about a level, you can let us know because we can try to give you some additional tips about that level.

Only King know the answer to that question EnterDivision. I would say within the game probably not as there would be nothing for King to gain from allowing people to create their own levels.
Outside of the game you can already search on the internet and find level editors. Also some people like @Goldenswordz can create their own levels.
