Am I missing something in level 8499?

I can’t seem to pass this level. Or there is a bug in this level. And when I looked up help with this level, the level is different than what I’m saying with the help sections. I will post a picture of the level and where I got stuck. It looks like the last two rows I need to clear what it’s stating in order to proceed however it’s impossible to clear those two rows because they don’t open up. I hope that makes sense.
