The why of the removal of moves by King is not something I can really answer, as only King really know why.
Level designer @LindQ said this:
Levels are always released with more moves than they will eventually end up with, but levels are constantly monitored to make sure they are not too difficult. When levels have move removed it is because they are too easy for the difficulty goal.
This is plainly untrue as we can all see from the level feedback threads. That is, no matter how many complaints about level difficulty are provided in the level feedback threads moves still get removed for the mobile release.
LindQ has also told us that levels are continuously monitored and the player data studied.
My conclusion from all of this is that the player data they are most interested in is which kind of level difficulty produces the most money.

It’s always been pay to proceed, they use frustration to persuade people to spend.
Youll be stuck on a level for days, not getting anywhere near completing it. Then magically, you do it with 10 moves left. You then fly through some levels, get on a winning streak, then bang, hit another seemingly impossible level.
You are then tempted to spend money on boosters, in order to continue your winning streak.
A sceptic might suggest this is something the developers do but deliberately, surely not ?
