I am wondering how to get through 4770 in 21 moves. By the time I get all the keys to unlock the jellies I only have a move or 2 left to clear the whole bottom of the board. It seems like with these few moves it is impossible to complete level

Its tough but not impossible. Try to play as low as possible. Opening the keys quickly is the key to victory. Colorbomb + wrapped candies can be your triumph card. Please check this video also for some tips.
