If it does I guess the blobs you are asking about is just marmalade covering some of the chocolate and candy.
Marmalade is just another type of blocker. It disappears when you make a match next to it, or a match with a candy covered by it.
My advice for the level would be to activate the Cake as quickly as you can.

If you're referring to the "jelly" that coats the candy, that's marmelade.
Marmalade is like many blockers in that it is simply broken by breaking the candy adjacent to the blocker, or by special candy effects.
If you are referring to the colorful cake in the center, it is called Cake Bomb.
Cake bombs can be destroyed either by making simple matches along the edges of the cake or by using special candies and their combinations.
When all eight slices of cake are removed, a party popper will appear on the bottom hand side of the screen after all cascades have been completed in the move that the cake was destroyed, and sends an explosion through the entire board, removing candies (include standard special candies) and blockers, and shatter the frame of the cake bomb. In the case of elements with several layers such as frosting or jelly, a single layer will be removed.
To pass this level focus on the cake bomb, once all the slices of the cake are cleared your board will be free enough and will allow you to create combos to break the remaining jellies and drop the chierries.

You might be referring to the cake bomb. You need to create matching candies closed to it, see to it every side of the cake has been cleared then it will create a big explosion able to crash all the candies even hurdles, and boosters.. try it good luck playing 🤗

Welcome, OP; & you've probably completed this one by now.
But if you haven't (or you have 72 seconds to spare), just watch the video (current version, 22 moves) & see how that player did it; YMMV, may the candies (& cherries) similarly fall in your favour.
