Beating Level 3933

I’ve been stuck on Level 3933 forever, how do you unlock the black 🌀 spirals??? I’ve tried everything but no key ever shows up to unlock them.

To pass this level, you don't have to collect licorice but toffee swirls and the frog. From your screenshot I can see that you need to take the frog (note it is lighting up) and move it to the top left corner to break the waffle stuck and then with the last remaining move break the one on the right.
