Level 3328 not dropping keys

Hi there, I'm on level 3328, a hard level that seems to be impossible.
There is locked candy next to meringue, and you need 5 keys to unlock them. Issue is that you only get 15 moves, the first key doesn't drop until turn 3 and your lucky if the last key drops on your last turn!
How are you meant to do the level if the keys you need don't drop into the level?
