Is your device connected to the Internet while you're playing? Tried relogging into your account and restarting your device?
You can also try opening the game on another device just to see if you can access the store there. For example, if you're playing on your phone, try it on your PC or another household member's phone.
Just don't reinstall the game unless you really have to, because you will lose your boosters and any stored lives.
Also, bear in mind that using real money (not gold bars) could lead to losing some features, namely those that are ad reliant.
