No moves available, yet no shuffling of pieces

So, I feel like I have reached an impasse on this level and in this particular go at it, as there are no possible moves(please correct me if I am wrong, but I just don't see one) and yet there is no shuffling of the pieces to give me a legitimate move. I have never come across this before, not finding a move and not getting a shuffle. I have scoured the board but do not see a thing. Anyone??

That coconut wheel was frozen under the ice or frosting or whatever it is I thought... Didn't think I could use that. I lost the board anyway, got distracted and the game reset so, I'll never know I guess...

For future reference please note that you are right about the Coconut Wheel, but you can move the red candy into the space occupied by the Wheel. When there is Ice on the board remember that you can only move items into Ice and not directly out of Ice.
