Level 13684 needs fixing

On level 13684. 1st time I tried it was 30 moves. Now I get 20 moves and it being a hard level no way to move on. I looked online on help videos and 30 is on all of them. This has been an issue on others also. Does a Android phone make a difference?

Please fix.
