Many time when we watch adds for extra moves, first add give 2 moves but Second add give only 1 move.

Its not fine because in games rules second add give more chances than first add.

In Kings game of Candy Crush any place that isn't first always gets a poorer standard of reward.

Weekly Race only provides one Colour Bomb for second and third as compared to the handful of boosters that coming first provides

You only get gold bars for coming first in the Episode Race.

Adverts aren't tiered rewards they are just a means of making you watch adverts. They could just as easily give you three moves for watching one advert instead of you having to watch two adverts.
