Stuck on 13196. Unattainable 8 frosting.

I'm having the same issue with 13196. Can't unlock next part until I get 8 frosting. There is 12 frosting to break at start of the level, when i need 20, leaving 8 leftover that I can't get.

I restarted the game. I even tried the lucky candy booster, but they come early and not enough at the end. I'm stuck on this level.
